HARFORD COUNTYNOTICE OF A PROPOSED REALPROPERTY TAX INCREASEThe County Council of Harford County proposes to increase realproperty taxes.l. For the tax year beginning July 1, 2017, the estimated real propertyassessable base wicrease by 1.2%, from S4,128,259,062to$4,177,091,189for properties located within incorporated municipalities in the Countyand the estimated real property assessable base will increase by 1.3% fromS22,209,473,417 to S22,489,582,575 for those properties located outsideincorporated municipalities of the County2. If Harford County maintains the current tax rate of S0.8937per S100 of assessment for properties located within incorporatedmunicipalities in the County, real property tax revenues will increase by1.2%resulting in $436,412 of new real property tax revenues. Also, ifHarford County maintains the current tax rate of $1.0420 per $100 ofassessment for properties located outside incorporated municipalities ofthe County, real property tax revenues will increase by 1.3% resulting inS2,918,737 of new property tax revenues.3. In order to fully offset the effect of increasing assessments, the realproperty tax rate should be reduced to S0.8833, the constant yield tax ratefor properties located within incorporated municipalities of the Countyand the real property tax rate should be reduced to $1.0290, the constantyield tax rate for properties located outside incorporated municipalities ofthe County.4. The County is considering not reducing its real property tax ratesenough to fully offset increasing assessments. The County proposesto adopt a real property tax rate of $0.8937 per $100 of assessment forproperties located within incorporated municipalities of the County.This tax rate is 1.2% higher than the constant yield tax rate and willgenerate $436,412 in additional property tax revenues.
